Town Board Minutes

 

The meeting was called to order at 5:30 p.m.

Present:  Randy Leiker, Andy Peters, Mark Strobel, Tom Becher and Mike Woods

Tom Becher made a motion to approve the meeting agenda.  Mark Strobel seconded the motion and it was carried.

Has the agenda been properly posted?  Yes          

Sheriff’s Dept. Liaison officer. 
The Officer was not present.  Randy Leiker stated that our contract for the summer gives the County the right to enforce Greenville ordinances.          

Reports
Fire Department/First Responders reports – accept minutes 
Mark Strobel made a motion to accept the meeting minutes.  Tom Becher seconded the motion and it was carried.

Park Commission - accept minutes.  
Andy Peters made a motion to accept the Park Commission meeting minutes.  Mark Strobel seconded the motion and it was carried.

Randy Leiker stated we had passed a strict vandalism ordinance and it has already worked in two cases

Park Department (Tony) report – accept  
Tom Becher does not like the Youth Sports people parking on the grass at Community Park.  Randy Immel stated it has been going on forever.  Where do you expect these people to go?  He does not understand Tom’s thinking.  What is it hurting?  There are a lot of people down there.  They have nowhere to park.  Randy would like to see more research done.  Stan Buman agrees.    Mark Strobel made a motion to accept Tony’s report. Mike Woods seconded the motion and it was carried.

Urban Forestry Board – accept minutes.
No minutes submitted.

Constable Report - accept                   
Andy Peters made a motion to accept the Constable report.   Mark Strobel seconded the motion and it was carried.

Public hearing – Proposed Alcohol Beverage Ordinance.
The hearing was called to order at 5:45 p.m.

Rich Carlson drafted an ordinance.  Most is a takeoff directly from the State Statutes for aspects of liquor licenses.  Most significant in the ordinance is the sanction system known as a point system.  This is an objective review of problem licensees.  A licensee would know under what circumstances a license could be revoked.  The points apply across board to every license holder.  It is not as onerous as the City of Appleton meaning two strikes and you are out.  In this Ordinance, a suspension will run from 10 days to 2 weeks.  It basically gives you three strikes before any punitive action is taken.  The Town has to have a hearing before any license can be suspended.  Appleton has more resources to enforce than we have.  There are minor regulations on beer gardens which regulate outside consumption.  They must be issued a citation and a conviction before the license would be suspended.     

Tom Becher made a motion to close the public hearing.  Mark Strobel seconded the motion and it was carried and closed at 6:05 p.m.

Shall the Town Board approve the proposed Alcohol Beverage Ordinance?
Mark Strobel made a motion to approve with the following changes.  In section 4, Sanction 4 is in there twice.  This Ordinance should also exclude golf courses for outside serving.   Tom Becher seconded the motion and it was carried.

Approve renewal alcohol licenses as per list.
Mark Strobel made a motion to approve the list with the Greenville Station license contingent on a sale closing on July 1st.  Money and the application were received from both parties.  Whoever is the owner of the bar on July 1st will hold the license.  Andy Peters seconded the motion and it was carried.

Approve summer picnic licenses.
Mark Strobel approved the list of licenses.  Mike Woods seconded the motion and it was carried.

Spectators Bar & Grill – request for outside band on August 23rd from 9 p.m. to 1 a.m.
Mark Strobel made a motion to approve the request from 9 p.m. to 1 a.m.   Andy Peters seconded the motion and it was carried. 

Planning Commission recommendations.  All approvals are contingent on staff review comments.
None

Public Participation and/or questions.
A resident on Churchill Ct. received a letter in April about having their wells tested.  His well has tested positive four times for bacteria.  Is there a problem in that area since the sewer went in?  About four wells have bacteria.  Could it be a problem with the sewer going in and all the blasting that was done?  Randy Leiker stated the aquifer they get their water from serves a lot of people within a large radius.  They are all getting the same water.   Don Schinke stated that this past winter and spring was a lot wetter than in previous years.  There was more run off and there is more chance of runoff especially with shallow wells.  His well is 128 feet down.  This gentleman stated he was not warned about the blasting going on.  Don will check with the engineers to see who was notified about the blasting.   Don will forward the report to the Town Board.

Another resident stated an area walking path was installed in 2006.  The path was extended into a DNR area.  He understands that some of the area needs to be removed.  Why are we investing our resources into a path that needs to be removed?  Dave Tebo stated the  Town owns about 7 acres.   We initially required the developer to put a path in.  The developer paid for that.  Someone had been observing path and questioned the wetlands.  The DNR made the Town remove some path in the wetland area.  Mr. Tebo stated we are not planning to invest anything more in this area at this point. 

Hours at yard waste site – Randy Leiker stated he is getting a number of phone calls and emails on the hours.   Dean Schiller stated he has had positive feedback.  Tom Becher stated that Sunday afternoon is out.  Mike Woods stated that we cannot accommodate any more than what we are.  Andy Peters suggested we track the complaints.  Randy Immel stated it could be open 24 hours a day and you will still get complaints. 

Recess Town Board meeting.  

The meeting was recessed at 6:58 p.m.

Reconvene Town Board Meeting

The meeting was reconvened at 7:08 p.m.

Review and approve the May Town meeting minutes. 
Andy Peters made a motion to approve the May meeting minutes.  Tom Becher seconded the motion and it was carried.

Review and approve the June Town vouchers.  
Mike Woods made a motion to approve the June vouchers.  Tom Becher seconded the motion and it was carried. 

Public Works Supervisor report   
Tom Becher made a motion to accept the Public Works Supervisor report.  Mike Woods seconded the report and it was carried.

Announcements.
On June 17th all town employees, Boards, and committees are invited to the movie premier to test out the new movie equipment.   It starts at 6:00 inside the barn so they can start earlier than they normally would.

Adjourn Town Board meeting.
Mark Strobel made a motion to adjourn the Town Board meeting.  Tom Becher seconded the motion and it was carried and adjourned at 7:19 p.m.
