Town Board Minutes
The meeting was called to order at
5:30 p.m.
Present: Randy Leiker, Andy Peters, Mike Woods, Mark Strobel and Tom Becher.
Approval
of agenda.
Tom
Becher made a motion to approve the agenda.
Andy Peters seconded the motion and it was carried.
Has
the agenda been properly posted? Yes
Sheriff’s Dept. Liaison officer.
Snowmobiles
have been going through the parks. Officers
will watch for that.
Randy
Leiker stated we have finally gotten approval from the DOT to lower the
speed limit from Lily of the Valley Drive to Julius Drive.
Additional patrols are being requested.
This will take effect in spring.
The DOT would like a letter about added enforcement.
Reports
Fire
Department/First Responders reports – accept minutes
Andy
Peters made a motion to accept the Fire Department report.
Tom Becher seconded the motion and it was carried.
Park
Commission - accept minutes.
Mike
Woods made a motion to accept the meeting minutes. Tom
Becher seconded the motion and it was carried.
Park
Department (Tony) report – accept
Andy
Peters made a motion to accept Tony’s report.
Tom Becher seconded the motion and it was carried.
Urban Forestry Board – accept minutes.
No minutes were submitted.
Constable Report – accept
Some
residents are bringing in stray animals without Vicki knowing.
This is where charges are incurred.
Vicki can intervene and try to find the owners before they go to the
Humane Society.
Mark Strobel made a motion to accept the Constable report.
Tom Becher seconded the
motion and it was carried.
Possible motion to
re-consider previous decision on how to deal with extra residential garbage.
Andy
Peters made a motion to reconsider a previous motion.
Tom Becher seconded the motion and it was carried.
Discussion on possible adoption of new strategy for
dealing with extra residential garbage.
Randy
Leiker had the County pull records. Greenville
was fourth for recycling. Randy
stated they wanted to revisit the decision and make sure we did not make a
hasty decision. Jim Crail, a
resident, does not want to pay more because he has a larger family.
He feels he is being penalized. A
lady down the street is only putting out a bag or two which he feels would
make up for his extra. Resident
Dave Schlimm stated some people have smaller size cart.
Will they get a reduction? Smaller
carts were delivered in error. Chuck
Claybaugh questioned why didn’t they have a option for one larger
container rather than two containers. Randy
stated that was on the recommendation of Wittenberg.
Randy feels Wittenberg’s recommendation was based on urban
communities. That’s why we
wanted to reconsider. Ed Fayfer
questioned what are some of the potential options you are going to discuss?
Audrey Krull stated that Wittenberg did not want to deal with the
larger containers. Jeff Jentz
feels we can no longer put unlimited garbage out and he does not like that.
He feels we did not get a good deal.
Randy Leiker stated that with any of the contracts, it would
eventually be containers. Waste
Management would let us go two years before switching to the cart system.
We received a letter from Waste Management saying they were losing
money in Greenville for many years. They
went from $3.80 to $5.80 for pick up.
If we had given everyone a 95 gallon container we would not achieve
anything. Recycling would not be
encouraged and tipping charges would go up even more.
During this process we found numerous home businesses having garbage
collected on taxpayer dollars. It
has also accomplished more recycling so far.
Some people did not even know that recycling is mandatory.
Andy Peters stated there is a need for 95 gallon cart for people who
have more garbage. It should be
what the cost is to the Town. We
should be passing the cost along, not make money on it.
Bob Schlieve feels we should just tell Wittenberg what to do.
Andy Peters stated the Town is occurring extra costs for extra
tonnage with the larger containers. It
is the tipping fees that are costing us extra.
Mr. Crail feels we should just go $78 across the board and give some
of those people who need more two bins.
We currently pay $77. Randy
Leiker stated we went with original bins to encourage recycling.
There are six free overflow days.
Randy stated that Wittenberg brought in one cart from a residence and
the overflow garbage and they were able to fit two weeks into the one small
cart after the recycling was taken out.
Beth Ann Wilson is willing to pay an additional cost, but not an
outrageous cost. Audrey Krull
stated if she has to pay for additional garbage she will probably be
throwing recycling in her can. Mike
Woods reminded her she would be breaking the law by putting recycling in
with the other garbage. Randy
stated that other communities charge a premium for an extra can.
Mark
Strobel did some figuring. Mark
weighed his own garbage. He had
5 - 13 gallon garbage bags. Each
bag averaged 8.5 pounds. For a
65 gallon cart with 5 people, the total is $81.50 for the approximate cost.
A 95 gallon cart would come to about $100 based on Mark’s garbage.
Mark still thinks with two carts, the extra cart should be an extra
$77 just like the first one. Randy
stated we do not want to encourage everyone to go to the larger can.
Allouez had set out the larger cans initially and they switched out
to the smaller ones. The larger
carts were too heavy. Tom
Becher stated we are talking about 100 people in the town.
Tom feels it you want the big can, pay the difference in the charge
for the can because of capacity. After
a month or two and you want to go back, pay to go back to the smaller one.
Andy Peters stated we looked at other communities.
Andy feels with the extra tipping which is about 40% more per can and
extra cost for can we can do it for $110-$120 for that garbage.
He feels those with extra garbage should pay for their fair share.
A smaller can could possibly have a smaller charge.
We should just pass along what the cost is.
A 45 gallon cart would be about $65.
Mike Woods questioned a charge for swap out.
Randy Leiker feels it should at least be the cost of can.
One resident asked if we will open up a can of worms with three
sizes. The $65 would be on the
back side to switch out to a smaller can.
Mark Strobel has one issue with the returning of a cart.
What happens to the person who moves and leaves the larger can? Will
the new person who then wants a smaller can get charged for the switch out?
No they would not.
Mike
Woods made a motion to have a one-time fee of $10 for administration and a
$110 a year pick up for a 95 gallon cart.
A $65 swap out fee will be charged at the end if they wish to switch
back to a smaller container. This
does not include a moving situation where the larger cart is left.
The difference between a small and large cart must be paid the first
year up front and for all years after it will be placed on the tax roll.
If someone wants two 65 gallon carts, it will be an extra $77 per
year also billed the same way. Tom
Becher seconded the motion with all members voting aye.
The motion was carried.
Review revised
Ordinance for depositing of snow on public-right-of-ways eliminating number
(3) Sidewalk to be kept clean.
We
are not making a policy on the sidewalk right now.
Tom Becher thinks it is a good idea.
His concern is if we pass this now, we should address this again next
year. The homeowner fee might
not be enough of a charge. Tom
is in favor and made a motion to approve. Andy
Peters seconded the motion and it was carried.
Review revised Ordinance for parking, stopping and standing of commercial
vehicles.
Revisions
- Added permit situation where the Town Chairman or his designee could allow
it as an option. Changed the
hours from 12 midnight – 6 a.m. We
will still have to put together a permit form for special situations.
Parking will not be allowed in winter for snow removal.
Andy Peters made a motion to approve the ordinance.
Mark Strobel seconded the motion and it was carried.
Planning
Commission recommendations. All
approvals are contingent on staff review comments.
Final
plat – Moonlight Meadows – North of School Road, south of Spring Road,
east of Julius Drive and west of Greenridge Terrace Subdivision.
There
is an issue with the drain tile. There
are additional tiles other than those pointed out.
They are marking them so they will have to reconnect them if hit.
A note is to be put on plat.
Andy
Peters made a motion to approve the final plat. Tom
Becher seconded the motion and it was carried.
Public
Participation and/or questions.
Nancy
Krueger is running for Judge in Circuit Court 2.
Nancy spoke for a short time on her qualifications.
Dean
Culbertson feels the Town should make it a policy to put the information in
the December newsletter for taking out nomination papers and how to do it.
Mr. Culbertson does not feel it is the right to put the questionnaire
for Town candidates in the newsletter. This is the questionnaire that will
be used for “Meet the Candidates” night held by the Civic Club in March.
Mike Woods stated he called the Towns Association for an opinion and
was told it is a gray area. Dave
Tebo will research this further to see about the legality of doing this.
Dave Schlimm stated he would like to remind the Town Board that they
told him at the budget meeting that wages should be put in the annual
report. Sue Behm would like to
see sign in sheets at the meetings.

Becher made a motion to recess the Town Board meeting.
Mark Strobel seconded the motion and it was carried and
recessed at 6:58 p.m.
