May 12, 2008 Sanitary District Meeting Minutes

District #1
The
Sanitary District meeting was called to order at 6:39 p.m.

Review
and approve the April Sanitary District minutes.
Andy
Peters made a motion to approve the April meeting minutes.
Tom Becher seconded the motion and it was carried.
Review
and approve the May Sanitary District vouchers.
Andy Peters made a motion to approve the May vouchers.
Tom Becher seconded the motion and it was carried.
Quarterly
content wastewater surcharge for Airport.
This
is for the Bod’s and suspended solids.
They have always gotten a bill for this.
Tom
Becher made a motion to approve the bill.
Mark Strobel seconded the motion and it was carried.
Quarterly
flow wastewater surcharge for Airport.
This bill was created at the last meeting to charge by the flow meter.
The airport has televised the entire system.
They found a 180’ section of pipe that was seeping and leaking and
a 190’ section that was leaking. They
will slip seal those and there is one broken T-joint that needs to be dug up
and replaced. They were
estimating 15-18,000 gallons per day seeping into the system.
The extra costs for the quarter were $9,805.14.
Mark Strobel made a motion to approve the bill.

Superintendent’s
report.
On
the Ebben/Kelly property, they replaced the drain tile rather than repair
it. The found a spot where it
was removed completely. They
laid in about 800’ of new tile. The
north side of road is done. They
are still working on south side. They
are looking for where the tiles were disturbed and then can repair or
replace them. They are not sure
if this is all from the interceptor project.
We have not had bad winters with much rain or thawing to notice it
before. The tiles may have been
disturbed when the telephone was installed years ago.
The Inspector on the interceptor job should have seen pieces of the
tile and known something was wrong but the inspector may have not been in on
this part. There are sometimes
are maps when tile is laid. Some
things are shown and some are not.

District #2 Meeting
The
meeting was called to order at 6:55 p.m.
Approve April Stormwater Utility minutes.
Andy
Peters made a motion to approve the April vouchers. Mark
Strobel seconded the motion and it was carried.
Approve
May Stormwater Utility vouchers.
Andy
Peters made a motion to approve the May vouchers.
Tom Becher seconded the motion and it was carried.
Public
hearing - Proposed ordinance for illicit discharge and connection ordinance.
The
meeting was called t order at 6:56 p.m.
This applies to all water and discharges entering waters of the State and
Town such as dry weather discharges coming from a sump pump, a drainage
ditch, etc. The ditch is
generally running only when it is raining out.
Some discharges are OK during dry weather such as flushing of
hydrants, sump pumps but not water from a washer.
Watering a lawn is ok as is individual residential car washing
provided it does not become a problem. Group
car washing becomes more problematic. Using
soap to clean all the vehicles enters the drain ditches.
It could be done where it will enter a sewer system for cleaning.
This is State wide not just Greenville.
We need to educate groups on illicit connections. They
may have been allowable in the past but that does not matter.
It needs to be repaired. Things
such as garage floor drains that drain into a ditch fall into this category.
Watercourse – prevents people from piling things along creeks and
streams such as when it overflows its banks.
The Town can go on private property and inspect and sample.
The Town can require the property owner to use best management
practices such as a containment structure.
Dean would like to add the fees to the fee schedule and take out 13.5 and in
put in there to see the fee schedule.
Mark Strobel made a motion to close the public hearing.
Tom Becher seconded the motion and it was carried and closed at 7:17
p.m.
Shall
the Stormwater Utility Commissioners approve the above ordinance?
Tom
Becher made a motion to take the fee section out and add to the fee schedule
and approve. Andy Peters seconded the motion and it was carried.
Adoption
of fee schedule for Illicit Discharge Detection and Elimination Program.
They
used the WI DNR to develop the fee schedule for commercial and divided by 10
for the homeowner part. It
can always be changed.
Tom Becher made a motion to approve. Andy
Peters seconded the motion and it was carried.
Monthly
report on erosion control.
The
Board would like to have Dale update them on the 8 violations.
If they are not taken care of, he should put stop work order on.

Peters seconded the motion and it was carried.
Public
Works Supervisor stormwater report - accept.
Update
– the new GIS person has started. She
is going over the equipment and software for the position.
We need the supporting software and equipment but that was budgeted
for. Jennifer is doing research
for what we will need. She is
looking at a data collector for $5,000 plus software for a total of $8,000.
It is well under what we budgeted for.
Tom Becher made a motion to accept the report.
Mark Strobel seconded the motion and it was carried.
