Sanitary District Meeting Minutes
Sanitary
District #1
The meeting was called to order at 5:55 p.m.
Present: Randy Leiker, Andy
Peters, Tom Becher, Mark Strobel and Mike Woods
The agenda was properly posted.
Minutes and Vouchers
Mark Strobel made a motion to approve the August meeting minutes.
Tom Becher seconded the motion and it was carried.
Tom Becher made a motion to approve the September vouchers.
Andy Peters seconded the motion and it was carried.
Progress report on Well #2
The training on the new equipment will begin soon.
The well is up and running.
Mark Strobel made a motion to adjourn the Sanitary District #1 meeting.
Tom Becher seconded the motion and it was carried.

The meeting was called to order at 6:05 p.m.

Mark Strobel made a motion to approve the August meeting minutes.

Public Participation – comments
and/or questions.
Susie Behm questioned what progress was made on the corner of Mayflower
and Everglade. An engineering
company looked at it. The pond
will be enlarged and made deeper. The
outfall will be changed. We are
asking for the corner lot to be given to the Town and not be developed in
case the pond needs to be bigger. Otherwise
a lot might be sold that is going to start with problems.
One outfall is going to a drain tile and one to the ditch.
The lot has not been clarified yet.
Possibly part of it can be developed.
Discussion on current ordinance
regulating fences in drainage easements
Randy Leiker stated our current ordinance does not allow fences in
drainage easements. If you have
a neighbor back to back with a fence, you will have a pathway 20’ between
fences. He sees this as a junk
collection area, race track for motorized vehicles, etc.
Building Inspector Dale Waala stated that he is getting a lot of
phone calls. People are unaware
that the easement is there.
Dean Schiller stated its intent is so it does not block
drainage. There are no trees in
these developments yet. Ten
years down the road there will be leaves catching on the fences causing
problems. Dale Waala stated the
power company does not have a problem with it.
The only one saying no is for drainage easements.
Don Schinke feels fences do not belong there.
Mike Siewert stated we could have Rich come up with a document and
record it saying the fence would have to come down if it is in the way.
There is not a variance process for this.
Andy Peters is afraid this would be a place to hide grass clippings,
etc. Tom Becher
stated if it says no, it is no. It
will make problems down the road someday.
Mark Strobel and Mike Woods are fine with leaving it the way it is.
Dale Waala stated that other municipalities are not putting much effort into
enforcing fences unless there is a problem.
Dave Tebo stated it is a zoning ordinance and we can enforce it that
way. None of Greenville
employees has time right now to make it an issue.
Monthly report on erosion control.
Andy Peters stated it looks pretty good this month.
Randy stated we are looking at putting a penalty system into place.
Dale Waala stated if a penalty is put in place, it should be per home
and not per builder.
Public Works Supervisor Stormwater
report – accept
Dean Schiller stated he opened RFP’s for mapping and storm water
issues. He would like to
evaluate them next week so the Board can ask questions.
Dean is looking at who will give us the best product not necessarily
the best price. Mark Strobel
stated that Martenson & Eisele put an RFP in and he does not want to see
any of them.
Dean stated he took care of the willows around Amber Meadows pond.
This may have to be done every two years.
The crew is working on the Green Ridge Terrace pond.
It will be a lengthy process.
Mark Strobel made a motion to adjourn the Sanitary District #2 meeting.
Tom Becher seconded the motion and it was carried and adjourned at
6:35 p.m.
