Planning Commission Minutes
The meeting was called to order at 5:30
Present: Randy Leiker, Mike
Woods, Greg Kippenhan, Shirley Solem, Ken Zilisch, Jim Ecker and Jim Cotter.
Ken Zilisch made a motion to approve the May meeting minutes.
Greg Kippenhan seconded the motion and it was carried.
Joint Public
Hearing- Rezone property on SW corner of USH 15 and Mayflower Drive from
agricultural to commercial and also for a Special Use Permit to operate a
dog daycare including grooming and boarding on this property.
The Joint public hearing was called to order at
5:32 p.m.
Kristin Kerr currently owns the Tail Waggers in Menasha.
They have been in business since 2005 in Menasha.
It is a fun, friendly, safe and clean place.
It is family owned and operated.
Their standards are clean, clean, clean. The
dogs are always supervised. They
also do dog boarding and dog grooming and are a resource for dog owners.
At night the dogs all go into a suite to eat.
They currently have 35 employees at the Menasha location.
They hope to employ up to 50 people in Greenville both full and
part time. They have
high fences and high landscaping standards. The Menasha location is in a
very residential location. Greenville
would not be in that situation.
Tom Reimer from W7061 Glen Valley Drive spoke positively about this
organization. He supports it.
Lisa Hyde of N1518 Stone Bluff Lane was from Menasha and recently
moved to Greenville. The
daycare was close to them. They
are clean and quiet. Jerod
Plesky of Greenridge Drive has been a customer of Tail Waggers for over two
years. He makes the drive
to Menasha. He likes the
level of service. Deb Lewis,
Director of the Humane Association, stated she deals with them not only
professionally but also personally. They
do an outstanding job. It would
be a positive thing for Greenville. They
are very professional.
Dave Schlimm from North Spring Drive stated his family has 80 acres nearby. They
are opposed to the daycare. They
will be leaving them outside from 5:30 in the morning to 9:30 at night.
It is in violation of our Gateway Ordinance.
Dave Tebo stated it is not clear whether there is enough room for
66 row or if an easement is needed. Approval
would have to be contingent on a way to get into the properties.
Tail Waggers is aware of the Gateway District.
They were given the paperwork for it.
They would follow the ordinance.
The Planning Commission would have the final say.
The dogs are not out all day.
Some are out. They are
supervised outside. They keep
the barking to a minimum. Dave
Schlimm stated we should either accept the plan or get rid of the Gateway
Ordinance. Randy Leiker
reiterated that this has nothing to do with the Gateway Ordinance right now.
We do not have a site plan yet. This
is just a concept. Mr. Schlimm
stated an 8 foot fence is in violation of the Ordinance.
The roof is in violation of the ordinance.
Will he get a commercial driveway? Dave
Tebo stated that Mayflower Drive is our road.
We can put whatever we want in there.
The DOT has a certain amount of say as to the distance from Hwy 15.
The special use is just to determine if they can go ahead.
It is for the boarding. The
site plan will have to come back to the Planning Commission.
Mr. Schlimm does not think there is 66 of row.
Randy reiterated again that this is just for the special use not site
plan. Town Board member,
Mark Strobel, would like to see some type of site plan before this is
approved. Dave Tebo stated
he talked to the attorney and we can move forward without full approval.
Approval is conditioned on meeting the other conditions.
If they do not meet the conditions, the special use permit is not
approved.
Jim Ecker stated we do not require that they meet all the ordinances before
we approve the concept of the building.
Mark Strobel feels they should look to see if it fits with the
Greenville Gateway Ordinance.
Mr. Schlimm said we keep our development to the upper end.
We can change our development around real fast if you want to let
this go to the dogs. I can
put a junk yard up and I can put an 8 fence up also.
Either play by the rules or dont play by the rules. Randy
Leiker stated we will play by the rules and stay on the agenda.
Jerod Plesky stated the doggy daycare will bring a new service into
Greenville and people will be spending money in Greenville.
You have to go elsewhere to have your dog worn out by the time you
pick them up after work. It is a
high class facility. Mr. Schlimm
feels there might be a need but it does not belong in a commercial setting.
Maybe it should go into an industrial or agricultural setting.
It is not allowed in an industrial setting and the property is
already zoned agricultural. If
we allow it in agricultural, it can go there.
Shirley Solem made a motion to close the public hearing.
Jim Cotter seconded the motion and it was carried and closed at
5:58 p.m.
Rezoning of the property came up a couple of months ago.
Ken Zilisch stated he toured the Menasha facility. It
is clean. He sat in the parking
lot today. They were quiet.
They picked up after the dogs. He
then went across the street and talked to four people.
None of them had a problem.
He then called a friend of his and asked him if I he would move
his business next to a dog care he said he wished they would move a daycare
next to it. These dogs were
observed. One door was open and
the dogs were in and out. He
could hear them but just barely. Kens
only problem is with the layout. His
only concern would be the noise to the south.
We would like them to consider the home to the south.
Randy Leiker stated he has a letter from a business adjacent to the
Menasha facility. They
have to no problem. He has a
letter from a lady 100 away and she has no problem.
There is another letter from a Greenville resident who has used
the facility and they have no problem living near one.
Another letter was in support. Randy
is impressed with the way they run their business.
A letter was received from the Schlimm family against.
The proposed site is in a large commercial area.
The proposed property was left agricultural at the request of Dave
Buss. Our long range plan shows
that it should have been rezoned at that time.
Dave Buss was at the meeting the other night and indicated he had no
problem.
Jim Cotter made a motion to rezone the property from agricultural to
commercial. Greg Kippenhan
seconded the motion and it was carried.
Special use restrictions can be placed at site the plan process.
Ken Zilisch stated he will reserve restrictions for the site plan,
such as a solid wall on the south side for noise.
Mike Woods is not concerned about the building, but for the fence
along 15. Landscaping takes
years to grow up to cover that fence. Dave
Tebo stated we can require x percentage of coverage by the fence for
landscaping. They have privacy
fencing in Menasha. Jim Ecker
stated we can approve conditioned on meeting the Gateway Ordinance and the
DOT approval. We do this for
many other situations. The
question is can this type of business fit into this core area?
If they understand they have to meet this, he has no strong
objections as long as the noise is kept down.
Jim Ecker made a motion to approve pending approval by the DOT and the
understanding that they will meet all ordinances for the site plan and the
Gateway Ordinance and review the special use in two years.
Ken Zilisch. Seconded the
motion and it was carried.
Northeast
Asphalt site plan W6380 Design Drive lab for testing asphalt,
etc.
Jeff with Consolidated Construction spoke.
This is a relocation of an existing facility at a different
location. They want to bring it
all together. The building will
be located on the existing property rather than a separate small facility.
The building will match the office building.
The Town has no issues with the site plan.
Greg Kippenhan made a motion to approve.
Mike Woods seconded the motion and it was carried.
Cintas
on Design Drive variance to fence height
Travis Novotny from Midwest properties spoke.
They want the 8 fence with barbed wire on top.
They need to fence in all the trucks.
They have shift work that goes on.
They have value on the stuff in the trucks so they want to protect
it.
Jim Ecker is not a fan of barbed wire. We
have never had a request before in an industrial park.
Jim Cotter stated, if you have a disgruntled employee, nothing is
going to stop them. Jim
Ecker does not want to set a precedent with barbed wire.
Where do we draw the line? Tom
Becher stated the other option is a razor fence.
The fence has to be 8 to have barbed wire. It
is allowed in industrial zoning with permission from the Planning
Commission. Shirley Solem
does not see a problem with it.
Shirley Solem made a motion to approve.
Mike Woods seconded the motion. Jim
Cotter and Jim Ecker voted nay. The
motion was carried.
YMCA review of
site plan.
The site plan was approved in February. As
part of the approval there were several conditions.
When first designed, an additional parking lot was shown on the plan.
They followed that original plan for the building. The
plan had 9 foot stalls and no parking islands.
When doing the plan now, they were not aware that stalls now require
parking islands. They did not
design it like that or with 10 stalls.
They followed the original plan with 9 stalls.
The YMCA does not want to rip up the original parking lot to put
islands in. They would lose
about 9 stalls if they go to 10 stalls in the old parking lot and about
13 stalls in the new lot. They
want to remain at 9 in the old lot and in new lot, islands were added.
They added additional landscaping to the old lot.
Randy sees grandfathering the old parking lot to 9.
Do you ever plan on expanding the lot?
Is landscaping inhibiting it? The
original plan shows more parking. Trees
are already in. Mark
Strobel stated it was supposed to be 10 originally.
It was stripped wrong. Dave
Tebo agrees with Mark. We do not
do that with anyone else. We
make them meet 10. We had
talked about changing the ordinance.
Dave does not feel we need to make them to put islands in
but they could put in extra landscaping.
Jim Ecker agrees we should look at the ordinance again.
We could approve with 10 stalls and then change the ordinance.
To make up those stalls, they have to add additional pavement
area. This will be put out for
review again for stall size. Jim
Ecker will have his committee review it and come back with it in August.
Everyone is in agreement.
Discussion with
Planning Commission about possible use of John Weber property on Spring Road
and Julius Drive
Rick Romenesko is looking at the property across
the road from his. It is Up for
sale. Ricks wife carries a
special use permit for CR Specialties. A
contingency for the offer would be he would have to clean it up.
If Rick cleans it up, he would like to have storage units.
The lady who is in the house would like to stay. There
are three separate storage units on the property.
They would need repair and then Rick would like to add additional
storage units. There are about 6
½ acres of land there. The
piles of rubbish are high. Everything
would be gone before he does anything. The
house would be redone. Rick does
not want to clean up if he cannot do anything.
The property will otherwise be lost.
Now other things are being dumped out there in addition to what is
already there. The proposed use
would be a special use under agricultural zoning.
Rick will hold a neighborhood meeting to get a feel for how it will go over
with the neighbors before he goes any further.
Jim Cotter made a motion to
adjourn the Planning Commission meeting. Jim
Ecker seconded the motion and it was carried and adjourned at 7:10 p.m.
