Planning Commission Minutes 

The meeting was called to order at 5:33 p.m.

Present:  Randy Leiker, Jim Ecker, Mike Woods, Jim Cotter, Greg Kippenhan, Shirley Solem and Ken Zilisch.

Has the agenda been properly posted?    Yes

Approve the March meeting minutes.  Jim Cotter made a motion to approve the March meeting minutes.  Greg Kippenhan seconded the motion and it was carried.

Review possible requirements for “Big Box” developments.
This is being proactive.  Some municipalities use size as a factor.  The Commission was given a sample ordinance and was asked to get their comments back to Dave Tebo.  Randy Leiker stated he is not so much concerned about industrial as commercial developments.  As soon as we bring in this type of development, we will need police, full time fire and all other kinds of services.  If we have this in place, we can do services when we want to do them.  If we want the development, we can then do it.  Shirley liked the ideas in the example.  Randy stated we do not want to make it so expensive that they cannot build.  Randy does not like the Waupaca sample.  He is not against the industrial end of it, such as School Specialty.  We would have to define in the ordinance by usage.  We may want to work on the different levels of commercial at this time also.  Mike Woods questioned a hotel. We would allow that.    

Review proposed stormwater and illicit discharge ordinance.
Dave Tebo stated he talked with Nick from McMahon.  The only different ordinance is this one.  The rest are similar.    NEWSC has developed these ordinances.  We are bound by these.  We have to meet the same standard as the County.  The County may not adopt the NEWSC ordinances.  We may have to pull back on stormwater and erosion control to see what the County is doing.  With the NEWSC Ordinance, the whole Fox Cities will try to go with that.  If we go different or the County goes different, we will be different than everyone else.   Jim Cotter questioned if wouldn’t it be easier to go with everyone else and let the County adapt.  With the NEWSC ordinance there is also a manual.  Then we stay uniform.  The County should know soon.  We have to be at least as strong as the county. 

Randy stated that maybe should require that a grate be put over culverts that are a certain size for safety reasons.  Randy saw some children playing near a culvert and was concerned about it.

Review Construction Site Erosion Control Ordinance.
We need something on silt fence removal.  We need a clearer checklist. It should be added as a checklist item.  

Jim Ecker questioned a wind ordinance.   Randy Leiker stated all we can do on a local ordinance is the setbacks. 

We may have to look at the outdoor wood burning ordinance again.  Some of these are throwing off a lot of smoke and one is enclosed inside a silo.

Adjourn Planning Commission meeting.
Jim Cotter made a motion to adjourn the Planning Commission meeting.  Jim Ecker seconded the motion and it was carried and adjourned at 6:23 p.m.
