Planning Commission Minutes
The meeting was called
to order at 5:30 p.m.
Present: Randy Leiker, Andy Peters,
Greg Kippenhan, Shirley Solem, Ken Zilisch, Jim Cotter

Approve the February
meeting minutes - Andy
Peters made a motion to approve the February meeting minutes. Shirley
Solem seconded the motion and it was carried.
Concept
plan – 2nd review for proposed Conservation Subdivision on Manley
Road.
Larry Miller stated that nothing had changed.
The citizen input meeting was held. The
concept remains the same.
Andy Peters questioned the shared septic systems.
Larry Miller stated the soil tester has not been out there yet.
He is waiting for Planning Commission blessing before he starts the
expensive process. Where soils
permit, systems will be shared. Larry
stated they will be getting shared agreements drawn up.
Our Town Attorney will look at them for approval.
Greg Kippenhan made a motion to approve the concept along with shared well and
septic systems. Ken Zilisch seconded
the motion and it was carried.
John Korth –
discussion of plans for special use permit transfer – Vehicle sales at
Randy’s Auto.
The first special use for auto sales at this location was
started in 2004. Conditions were put
on it. John Korth owns the building
and rents to Randy’s. John would
like to control what goes out there. There
will be no repair, crashed or damaged cars.
He has an agreement with Randy to store whatever is not for sale.
A sign will be put on the building. John
will run a car business. He has
already applied for a resale license. Mr.
Korth was told he must abide by the conditions in the Special Use for the
transfer. The previous Special Use
was never used. It sat in limbo and
is now being transferred. John
stated he would blacktop the lot and do plantings as stated.
His intention is to clean it up. All
the conditions of the Special Use Permit are acceptable to John.
There are no additions or deletions.
It is just a transfer. Shirley
would like us to keep close handle on this.
Shirley Solem made a motion to approve the transfer with understanding that the
conditions of the first Special Use will be met.
Ken Zilisch seconded the motion and it was carried.
Incorporate Gateway & Heritage Overlay Ordinances into Town Zoning
Ordinance.
The Heritage Ordinance has already been reviewed and should
be sent through to the Town Board.
Where should the Gateway Ordinance be used?
Highway 15 is included. CB to
the south is excluded but CB to the north is included.
GV is excluded. Highway 76
from hwy 15 to hwy 96 is included. Highway
96 Mayflower to 76 is excluded because it is mostly built up already. The
ordinance would apply to 1300 ft beyond the right-of ways which would include
the first lot.
Parking – 10’ to 9’.
Leave parking as is at 10’. Check
to see what others have. Everything
else will remain the same in the parking as per our current ordinance.
Signs will be left as is in our
current ordinance.
It was felt that for landscaping
having 4” trees is a bit excessive. 40’
is fine for the distance between trees as our ordinance already has.
Our current ordinance will be kept for the perimeters.
That is all we are concerned about, not the inside of the lot.
Architectural design.
We will add Section 1 to our ordinance.
Section 2 is out to help keep the cost of a building down and Section 3
will be added to allow for industrial buildings.
Items 4, 5, 6, and 7 will be added to our ordinance.
Accessory structures.
This will be left as is in our ordinance.
Accessory structures currently need to be clearly incidental and
sub-ordinance to permissible principal uses and structures.
Walls will be added.
Roofs will be added.
Roof equipment .
The Commission felt this was OK with the word encouraged in there.
Ground equipment, shipping
and receiving docks, entrances, innovative materials and design, approval,
compliance, off-street loading area and dumpster screening and On-site utilities
will all be kept as part of the ordinance. Wind
energy systems and telecommunication towers will be left out.
This cannot be enforced.
Exterior lighting is already
addressed in our current ordinance and needs to be shrouded.
Outdoor storage is already addressed
in our ordinance.
Frontage road access is already
addressed in our ordinance.
Existing Uses and Structures will not
be added.
Ken Zilisch made a motion to send both the Heritage Overlay and the Gateway
Overlay to the Town Board. Shirley
Solem seconded the motion and it was carried.
Greg Kippenhan made a motion to adjourn the Planning Commission meeting. Shirley
Solem seconded the motion and it was carried and adjourned at 6:29 p.m.
