Planning Commission Minutes

The meeting was called to order at 6:37 p.m.

Present:  Randy Leiker, Andy Peters, Ken Zilisch, Jim Ecker, Shirley Solem and Jim Cotter.  Greg Kippenhan was excused.

The agenda was properly posted.

Ken Zilisch made a motion to approve the September meeting minutes.  Jim Cotter seconded the motion and it was carried.

Public hearing – CSM – Carl Bork – N1594 North Road – Cancelled by owner.

Public hearing – CSM – Bytof Family Limited Partnership – N1858 Greenville Drive
The hearing was called to order at 6:39 p.m.

Mike Siewert was representing this project.  The CSM was reviewed.  There is road dedication on this map.  Mike stated they feel that this area will be urbanized with curb and gutter.  The map shows a 30’ setback.  If the area remains rural, it can be changed.

No one spoke against the CSM.

Ken Zilisch made a motion to close the public hearing.  Shirley Solem seconded the motion and it was carried and closed at 6:43 p.m.

Jim Cotter made a motion to approve.  Andy Peters seconded the motion and it was carried.

Public hearing – CSM – Norman & Virginia Julius – N2038 Julius Drive
The hearing was called to order at 6:43 p.m. 

Bob Reider was representing the Julius family. 

John Lemon questioned the frontage road being shown on his property.  He does not want the road near him.  He bought his property many years ago for seclusion and privacy.  Randy Leiker stated that official mapping has to do with a beginning and an ending point.  The roadway in between will be determined by how the property develops in between those points.  Mr. Lemon stated that they will not be able to build any type of berm there because of the 75’ easement for the power lines.  Randy reiterated that the road could possibly move. 

Dave Tebo stated that we would like the beginning point of the frontage road on the north side on the Julius property to be moved to the property line and it should be dedicated to the Town.  The road would be part of this CSM.  Norm questioned why he should give up land for developers down the road.  Mr. Julius was told that the new property owner can continue to farm the property.  Norm stated he just wants to give his daughter a lot.  He does not want to develop. 

Jim Ecker suggested that this be tabled to discuss this with the parties involved.  Bob Reider would like to see it move forward.  There will be time between now and the Town Board meeting to discuss the CSM.  Mr. Julius can contact his daughter for her opinion.  The CSM can always be withdrawn.  Norm stated that if you take the land, you have to buy it.

Andy Peters made a motion to close the public hearing.  Ken Zilisch seconded the motion and it was carried and closed at 7:09 p.m.

Jim Cotter feels this should be tabled.  Randy Leiker stated we should honor Norm’s wishes and move forward. 

Jim Ecker made a motion to approve the CSM with the recommendation that the land along the south border be dedicated provided it is OK with the landowner and Town Board.  Ken Zilisch seconded the motion and it was carried.  Jim Cotter voted present.

Public hearing – CSM – Bruce Bennett – North Road and Greenville Drive on the northeast side of this intersection.
The map has been revised at the request of the staff review.  The officially mapped roadway will be dedicated on this CSM.  The Town will have an agreement with Bruce when the road would have to be developed.  Because of the road dedication, a third lot needed to be added.

Shirley Solem made a motion to close the public hearing.  Ken Zilisch seconded the motion and it was carried and closed at 7:15 p.m.

Public hearing – Special Use – Steve and Lorie Mortimer to work on sewing window treatments from their home.
The hearing was called to order at 7:16 p.m.

Steve Mortimer stated they would like to move their business into their detached garage.  They would have two employees. 

No one spoke against the special use.

Jim Cotter made a motion to close the public hearing.  Andy Peters seconded the motion and it was carried and closed at  7:20 p.m.

The hours of operation will be from 7-3.  There will not be a lot of traffic – just the employees.

Jim Cotter made a motion to approve the special use.  Shirley Solem seconded the motion and it was carried.

Miller Portable Power – Site plan – N675 Mayflower Drive
Miller would like to expand their product line.  There will be no new employees.  The property has already been merged.  Mike Siewert stated the storm water has been taken care of and is fine to go.

Jim Ecker made a motion to approve the site plan.  Jim Cotter seconded the motion and it was carried.

The next Comprehensive Planning meeting is set for November 6th.

Ken Zilisch made a motion to adjourn the Planning Commission meeting.  Jim Cotter seconded the motion and it was carried and adjourned at 7:40 p.m.
