Land Use Minutes
Present:
Paul Tassoul, John Julius, Ken Zilisch, Shirley Solem, Shirley Schuette,
Roger Weihing, Barry Witthuhn, Stan
Buman, Dave Tebo, Dave Muench. Dean
Culbertson left early. Jim Ecker
was excused.
Dave Muench and Dave Tebo talked about
the regulatory group progress. The
Planning Commission will look at the potential growth areas for the next year or
two years. This will be done at the
end of the year.
There are three specific areas on our
land use map. Four splits will be
allowed per parcel. Conservation
Subdivisions will be the target for the agricultural area with two acre lots
allowed outside the planning area. One
acre lots will be allowed in the residential growth area.
The size of lots needs to be considered in this area for potential future
sanitary district assessments. It
may be suggested that a home be placed on one side of the lot so the lot may be
split sometime in the future.
The regulatory committee had a concept.
They must now decide how to implement it.
The group decided the large white area should not be call the Smart
Growth area but the Ag/Open Space Protection Overlay District.
This will not cause confusion with any State terminology.
The Growth area will now be called the Rural Residential Development
Overlay District.
The Committee developed guidelines for a
general ordinance and policy for review by the Stakeholder Committee. Development of new lots would be reviewed by the Planning
Commission. By having these
guidelines, the Commission would have consistency when making decisions in years
to come.
Stan Buman questioned five year
planning. How do we decide who gets
the lots and who doesn't? Dave Tebo
stated that is why we have developed the criteria to help the Planning
Commission decide. The Stakeholder
group had decided that we do need to be flexible.
These are target goals for lot creation, not mandates.
Barry Witthuhn stated this would have to be clearly stated in an
ordinance. We may also need to look
at lowering the sanitary fees to encourage development inside the sanitary
district. Barry feels we
shouldn't be penalized for developing inside the district.
Dave Muench stated that this is a long
range plan. We need to think of
everyone who has to pay for services when planning.
The ordinance is set up so that the Planning Commission reviews each
development and allows the developers to work with the Planning Commission.
Barry Witthuhn stated that there is a
perception out there that you can't build at all in Greenville.
A number of realtors have been hearing this from customers.
It was questioned if something could be put into the criteria about
hardships for developers or a landowner. A
legitimate hardship may arise and a landowner would not be allowed to develop
his land.
Dave Muench stated we will have to
decide when plans will be reviewed. This
has not been discussed yet.
John Julius' committee working on PDR/TDR
looked at what land might be potential for preservation.
His committee continues to meet.
Hopefully using the criteria for
development will bring a higher quality of development in the future and attract
developers who want to put in a higher quality development.
