CTH CA (College Avenue) Reconstruction

CTH CACTH CA RECONSTRUCTION
Outagamie County, in partnership with Towns of Greenville and Grand Chute propose to reconstruct County CA between County CB and Casaloma Drive in 2020. An urban 4-lane divided highway complete with concrete pavement, curb and gutter, storm sewer, grassed median, and pedestrian/bicycle accommodations is planned. Utility relocation is expected in 2019.

Traffic safety improvements will be made at the intersections of Communication Drive, Mayflower Road and McCarthy Road. Communication Drive will be a conventional intersection with slotted left turning lanes on County CA. Mayflower Road and McCarthy Road intersections will be 2-lane roundabouts. No improvements are proposed at this time for the County CB or Casaloma Drive intersections.

Special consideration has been taken to avoid wetlands, protect the navigable stream and minimize erosion during construction. An underground storm water collection system will be constructed as part of the project.

A CA Gateway Corridor Team has developed a comprehensive plan that will be phased in over time. The plan includes trees, plantings, benches, water/air stations and other site amenities that will enhance a 10-foot multiuse facility on the north side from County CB to Mall Drive and a 5-foot sidewalk on the south side from Mayflower Road to Casaloma Drive.

Construction is anticipated to start in the spring of 2020 and last about 4½ months. County CA will be closed to traffic. The contractor will start on the east end tying into Casaloma Drive and work to the west tying into County CB. County CA between Casaloma Drive and McCarthy Road segment will open to traffic first. The detour will be Casaloma Drive, Wisconsin Avenue and County CB.
